Following completion of the 2008 Community Visioning Process, the City and project team embarked on a multi-year update of Mountain View's General Plan. Engaging the community is a critical part of this process and opportunities to participate will be ongoing. The General Plan Project Advisory Committee (PAC), Environmental Planning Commission (EPC) and the City Council are also guiding the process.

The first phase of the General Plan update included a comprehensive Current Conditions Report that will provide a technical foundation for the new General Plan. Next, the project team held two series of local planning area workshops in spring and fall 2009 to inform the development of land use alternatives, goals and policies. 

Two citywide workshops were held in July 2010 to present major General Plan goals, citywide policies and direction for key planning areas. Following these workshops, a series of City board and commission meetings were held to review the community's input along with the draft General Plan policies and key planning area direction. The EPC/City Council  convened in fall 2010 to confirm policy direction and a preferred land use alternative.

The Environmental Planning Commission reviewed General Plan policy materials at several public meetings in April and May. Agendas and materials from these meetings are available at the City's website at www.mountainview.gov.

The General Plan project team refined General Plan text and graphic materials during the summer and early fall, 2011. These materials form the basis of the Draft General Plan. The City's Greenhouse Gas Reduction Program (GGRP) is being developed in conjunction with the Draft General Plan. The General Plan Environmental Impact Report (EIR) analysis will evaluate both the General Plan and the GGRP. All of these General Plan materials were released to the public in draft form in November, 2011.   

Comments were received on the Draft General Plan, GGRP and EIR through January 13, 2012. These comments will be addressed in the final stages of the Plan development process. The Environmental Planning Commission will provide a final recommendation on the Plan, tentatively scheduled for May 2012, followed soon after by a Council hearing on adoption of the completed Plan.
